Highlights from DCUC Press Call for July 21, 2025
Today, DCUC covered several major legislative and regulatory developments impacting credit unions, specifically pertaining to the National Defense Authorization Act (NDAA), CDFI Funding, and our recent advocacy letters. NDAA & Financial Services Legislation: The House has committed to including Rep. Emmer’s anti-CBDC language in its version of the National Defense Authorization Act (NDAA). This inclusion raises the likelihood of floor votes on other controversial amendments, including the Durbin-Hawley-Sanders rate cap legislation. DCUC continues to strongly oppose the CCCA and similar poison-pill amendments. NDAA Timing & Senate Recess: Despite early talk of an accelerated NDAA schedule, it appears Senate leadership will focus on nominations and appropriations bills this week. - This further delays NDAA progress and contributes to ongoing uncertainty around broader government funding. Government Shutdown Risk: With no full-year funding deal in place and Sept. 30 approaching, a government shutdown is increasingly likely. A continuing resolution (CR) may be harder to pass this year. We are urging credit unions to prepare early—especially those serving federal employees and contractors. CDFI Funding: The House Appropriations FSGG Subcommittee is marking up its bill today, with $275–$276 million proposed for CDFI funding—down from last year’s $330 million, but a positive step up from zero. *See DCUC's letter to House Appropriations Committee here. - This reflects strong advocacy and local support from credit unions. We’ll continue pushing for full funding given the program’s demonstrated impact in underserved communities. Disaster Relief Role of Credit Unions: DCUC reminds that credit unions, especially defense credit unions, provide long-term support in disaster recovery—well beyond the initial response. - We’re working to highlight this ongoing role in upcoming hearings and media efforts.
